A new set of regulations is coming into force for goods moving from GB to NI from September 2025. ICS2 is the new EU system for completing Safety and Security declarations, and applies to all movements into the EU. From a customs perspective, Northern Ireland remains within the EU post-Brexit.
For traders who currently complete a simplified frontier declaration (SFD) on TSS, this will mean that more data is required prior to collection. These changes are completely unrelated to the Windsor Framework simplifications, and apply to all traders, whether you are UKIMS approved or not.
Currently, the only information you are required to provide about your consignment is a general goods description and an overall weight. You are also required to provide information about the buyer and seller.
ICS2 requires more detailed information about the goods being moved. This will be a mandatory requirement for all shipments into Northern Ireland from 1st September 2025.
The following additional information will be required in order to complete a TSS entry on your behalf.
- 6-digit commodity code This is the first 6 digits of the full commodity code
- Detailed goods description
ICS2 has a list of ‘stop words’ which will be rejected as they are not detailed enough on their own. For example, ‘jewellery’ would be rejected but ‘ladies gold jewellery’ would be accepted
- Gross Weight (KG)
- Number of packages For example, number of cases on the consignment.
This data is required for each 6-digit commodity code, so if you have multiple products in your consignment, it is possible that you will have multiple lines. For example, if your consignment contains roof tiles and nails you are required to supply data for both commodities. For example:

There are a number of other new transport fields required which we will complete on your behalf if we are completing the TSS entry for you. You may find it easiest to provide a commercial invoice which should contain all required data fields, however it is not mandatory to provide the value of the goods, or the country of origin. All mandatory data must be provided prior to collection to ensure successful shipment to Northern Ireland.
The requirement for a supplementary declaration remains the responsibility of the importer of record.
We recognise the significant impact these changes will have on you. We have been engaging directly with TSS, HMRC and Logistics UK to highlight the impacts these changes will have on GB-NI trade, and to seek mitigations, as well as increased trader awareness.
